I love this guys redesign. He looks like Bond villain XD
All he needs is a chair and cat to...oh right...umm...well he could stroke his....no that's stupid...oh I got it! If Richter ever was the mastermind behind...what ever a crazy thing was going on he should turn around in a chair while stroking Evelyn!

But my bad jokes aside, I always thought based on looks that this guy in planning five moves ahead of you, like this guy will screw you over if you look at him funny. Like the guy how would go against like a mob filled with enemies, taunting him just as he takes out all but one who is left covering in fear, which would lead Richter to say something bad ass like: "Oh dear me, it would seem my aim is little off on my old age..."

Too bad I haven't got around to RP with him more often...
